Industrial Economy fragmentation and centralisation mean that the 8 forms of capital are fragmented and isolated in millions of centralised structures. Industrial Economy only organises financial wealth and financialises material wealth. Wisdom Networks and the resulting Network Society consolidate and focus all 8 forms of capital within sector and country networks to drive individual, sector, country and global prosperity.
Societies cease to function for a variety of reasons including collapse, crisis dysfunction or war. They are not resilient and can take decades to reconstruct using a Network Society development model. Network Society development model offers a hot and cold start for failed states that mean reconstruction of society can take weeks/months.

In the interim, we want to introduce the view that giant centralised hierarchies are an anomaly in economic history as a means to organise society, not the norm, and natural processes of evolution are trying to transform our Industrial Economy into a Network Society, or a 'Collaborative Commons' structure.
One network could provide comprehensive citizen participation, governance, transparency, wisdom and access to government and industry. Stage 1 would deliver Government Wisdom with a specific focus on collective governance. Stage 2 could deliver broader citizen participation. Stage 3 could deliver build on collective government wisdom and include the democratic process. Additional stages could include industry governance and other aspects of society.
Malaysia provides an example of a country that has chosen “committed metamorphosis” in intent and backed it with statute, a “turnaround” private sector CEO, a dedicated department empowered by statute and significant funding. There is a large national campaign directed toward national unity and transformation. All over Malaysia, the “1 Malaysia” logo is prominent and so are specific references to it’s two themes of “Economic Transformation” and “Economic Transformation”.

Australia has the prosperity of a first world nation, and the complexity of a country with much lesser prosperity. On the Atlas of Economic Complexity, it is an outlier and has acquired prosperity far greater than its Economic Complexity would deliver. Many Australians would be surprised to understand who its economic peers are, or that the phrase "The Lucky Country" is a negative phrase and not a term of endearment. Perhaps, the reversion to the mean has started. Growth in personal debt to record levels delayed declines in standards of living temporarily. Record immigration was largely responsible for keeping recent GDP growth positive. Eventually, Australia's prosperity reverts to its Economic Complexity peers. Perhaps, that process has already started. For the quarter ended June 2015, ">Real net national disposable income per person fell 1.2% for the quarter and contracted 2.3% over the past year"
