- Human intervention centralises power and prosperity and fragments society amongst hierarchies. The result is the Industrial Economy and a fragile society. Industrial Economy neither adapts or gets stronger when stressed. It continually needs to be fixed and distortion, exponential complexity and inherent systemic risk inevitably leads to crisis and collapse.
- Zero Marginal Cost technologies and the resulting Network Society are antifragile. They get better over time, when stressed and when shocked (like nature). Hardware complexity to Software simplicity

An Industrial Economy divides people using hierarchies within countries and globally using physical (ie hardware) tools to organise society. One potential path:

Network Society provides a quantitative and qualitative improvement over the Industrial Economy. Wisdom Networks and the resulting Network Society yields 9 times more than an Industrial Economy by organising Productive Knowledge and every ‘thing’ using the cloud, people and their devices. An Industrial Economy only values people based upon the work they apply within hierarchies to earn an income. Network Society values people based upon their contribution to networks spanning sector, country and global networks.
Status quo is exhausted and obsolete
The existing approaches to economic development use obsolete structures and methods. These structures and methods are physical structures which isolate Productive Knowledge in buildings and information systems. These approaches also suffer from diminishing returns. Society has achieved much in the last 100 years. However, the status quo simply can’t deliver further prosperity, transparency, productivity, accountability or governance. The GDP growth and innovation of the Industrial economy has ended and future GDP growth is likely be half that (or negative) of the last 100 years. At exponential cost, governments have prevented an evolutionary and inevitable Shift to the next stage of economic development. The overdue Third Industrial Revolution tirelessly endeavours to evolve society from the Industrial Economy development model to a Network Society development model.
Countries and people have been reduced to wealth transfers, not wealth creation.
Evolution stalled? Why stop at social?
Social networks restructured social interaction by combining "Things" into "books" and sharing them globally. Every book contains a digestible and comprehensive statement of past, present and future regarding the social activities of a person, or of a particular thing? Why doesn't every other sector of society work the same way? Health, education, equity market, innovation, government, governance and every other sectors can operate the same way. The outcome is a Network Society. Why has the "things" into shared books approach not been deployed to other sectors?
The tireless 'more with less' evolution of our society simply means less people produce more output in every sector over time. Without new sectors in a stagnant Industrial Economy to provide employment, unemployment is inevitable. The assumption of one person's expenditure is another's income in an Industrial Economy becomes obsolete. Society's success means that a welfare payment to look for employment becomes a 'basic income' which acknowledges employment may simply not be available. A declining worker-dependent ratio resulting from demographics adds to the challenges. The Industrial Economy development model is not able to fund a 'basic income' or retirement for larger numbers of people. The productivity gains from the overdue Third Industrial Revolution and a Network Society is required to fund basic income and enhance society by organising 'contribution' directly between everyone.

'Trapped Transition' or 'Punctuated Reform'
The global community is in 'Trapped Transition' between Industrial Economy and Network Society. 'Punctuated reform' and the Shift to the next stage of economic development can occur by design with a proactive and comprehensive plan, or by default with crisis, collapse or war. History shows us that the latter is more likely. Change rarely occurs without crisis, collapse or war. In the Age of Turbulence, old ways crumble, but the new can not take flight. Let’s escape 'Trapped Transition' by implementing 'punctuated reform' to move from centralised stagnation to distributed power and prosperity. We could be in 'Trapped Transition' for another 50 years, or complete 'Punctuated Reform' in 2-5 years.

There is more recognition now that things are changing, but not because there is a political move to do it. It is simply a result of the information being there. Our survival won’t depend on political or economic systems. It’s going to depend on the courage of the individual to speak the truth, and to speak it lovingly and not destructively. There’s a built-in resistance to letting humanity be a success. Each one claims that their system is the best one for coping with inadequacy. We have to make them all obsolete. We need to find within technology that there is something we can do which is capable of taking care of everybody, and to demonstrate that this is so. (1981)
Third Industrial Revolution - only by restructuring human time and attention
Industrial Revolutions mean the world achieves so much more with so much less. The First Industrial Revolution was a 600 hundred fold increase in productivity in agriculture. At one time 25% of the population produced the food for a few hundred million people. Now, 1% of the population produces all the food for 7 billion. A small number of countries produce food for the world. The Second Industrial Revolution resulted in a handful of countries producing most of the industrial goods for the world. China and Germany come to mind. The Third Industrial Revolution brings a rapid jump in productivity in services with more services produced through global or coutnry platforms using less people. The 'more with less' evolution is occurring by default and we are witnessing increasing unemployment. New sectors or opportunities for contribution need to be created for the displaced. The impact of the Third Industrial Revolution is profound and can only be achieved by restructuring human time and attention.
Network Society double, triple or quadruple productivity of every employee by restructuring human time and attention… sources include reclaiming travel time, reclaiming identified wasted time, reclaiming unproductive work time and gamification.
Network Society also captures effort outside hierarchies and across the world which means Global Village' lifts human potential output from 2.5% (in an Industrial Economy) to 23.5% ( using Network Society development model). Network Society can produce 9 times more than the Industrial Economy development model. It achieves this by (1) increasing individual productive time, (2) capturing wisdom beyond the boundary of the hierarchy and (3) capturing wisdom around the world.

Each sector is a subset of the Network Society. Within a Network Society, sectors and countries use a common method ( things = books = sectors = countries = global village) to exchange wisdom (data, information, community, collaboration, knowledge wisdom). There are exponential benefits from using a common method of exchanging wisdom across individuals, families, sectors, countries, regions and the global village, rather than fragmenting wisdom and sectors using an Industrial Economy model. Only the replacement (or complementary application) of distributed structures can resolve issues of inequality and power being exercised against community interests. Network Democracy is a subset of Network Society. Network Democracy is the combination of Government Wisdom, Governance Wisdom (Industry) and Democracy Wisdom. Network Society comprehensively empowers people across every sector within society. It also empowers people beyond their own activities. People in a Network Society can have a profound impact on global governance with citizen participation around the world. Network Society enables real-time citizen participation and contribution across government, industry, democracy and corporations. Rather than citizen participation with a single vote for a political party or a yes/no question, technology can enable citizens to participate and and contribute daily on individual issues in industry, government, democracy across any organisation, institution or global project.

It moves beyond narrow regulatory and trade integration to providing a comprehensive wisdom (data, information, community, collaboration, knowledge, wisdom) network encompassing markets, products, energy, logistics, people and focus on any or all sectors with specific or all countries.
Unlike Industrial Economy, it reaches the people and companies directly and immediately. It can assemble people and companies impacted by a new agreement quickly and deliver benefits fast. It could enable bilateral agreements, multilateral agreements or the "Global Village'.

The Network Society organises Productive Knowledge virtually and achieves greater productivity with significantly less resources. The first step is to organise wisdom within country. The second step is to organise wisdom regionally. The third step is to choose a vertical in which the country has a competitive advantage and derive export earnings by organising a global sector.
People can earn income by contributing to local or international wisdom networks across all sectors within countries or around the world. Virtual customers increase demand. Virtual workers increase supply. Network Society facilitates both the export of wisdom (virtual customers) and the import of wisdom (virtual workers and virtual immigration).
Exporting Wisdom (virtual customers) - drive prosperity by organising every "thing" around the world
Virtual customers across every sector drive economic growth faster. Network Soceity captures the participation and contribution of everyone around the world. Virtual customers in international markets drive local demand.
Importing Wisdom (virtual workers) - virtual immigration drives prosperity
A 'more with less' or deflationary environment, means GDP contracts even though society is better off. Prices have simply got lower. However, governments need nominal increases in GDP to boost tax revenue and keep debt serviceable. Immigation boosts nominal GDP in a deflationary environment, but timeframes are long and infrastructure and other costs are expensive. Network Society provides the opportunity for virtual immigration. People around the world can participate in any country's Network Society via sector and country networks. Service professionals across every sector can participate and contribute to any "thing" anywhere around the world. Virtual immigration into a Network Society boosts prosperity immediately without the costs.
Economic development (in pursuit of prosperity) will focus on securing virtual participation and contribution in a Network Society. Economic and social development will be driven by virtual platforms in the future.
Estonia has a population of 1.3m people. Estonia recently implemented an e-residency program aimed at securing 10m virtual immigrants, customers or workers by 2025. In this instance, first mover advantage is an important consideration. Even Estonia could run a global health service, for example, just by running the network that brings virtual customers and virtual workers together in a countrty or sector wisdom network. The majority of participants could reside outside Estonia. If Estonia achieves its objective, it will have a physical population of 1.3m and a virtual population of 11.3m to drive prosperity.
Predicting prosperity - The Atlas of Human complexity is most accurate predictor of country prosperity
Productive Knowledge is the pathway to global or country prosperity. It is the best available predictor of any countries prosperity. It is time to rethink Productive Knowledge and break it out of ‘physical’ prison of the Industrial Economy. We can achieve greater prosperity with significantly less resources by using a Network Society development model. A country's ranking in the Atlas of Human Complexity is the most accurate predictor of a country's prosperity. If Productive Knowledge is virtual, that knowledge can drive export revenue for countries in previously imprisoned domestic sectors.

Prosperity vs GDP
A distinction needs to be drawn between GDP and prosperity. Individuals in Network Society could thrive with greater wisdom, prosperity and satisfaction, but 'materialist' GDP could decline as high marginal cost Industrial Economy structures are replaced by Zero Marginal Cost networks. Individual prosperity is made up of 8 forms of capital (intellectual, spiritual, social, material, financial, living, cultural, experiential). National Prosperity is measured and explained using quantitative indicators representing some of these categories.
Industrial Economy fragmentation and centralisation mean that the 8 forms of capital are fragmented and isolated in millions of centralised and industrial structures. Human capital can not be efficiently or effectively organised by an Industrial Economy. Industrial Economy only organises financial wealth and financialises material wealth. GDP measures financialisation and material wealth transfers from people to government and industry. 3% GDP growth is not necessarily greater prosperity and simply means more wealth transferred from people to government and industry.
Network Society consolidates all 8 forms of capital are consolidated and focused through sector and country networks to drive individual and national prosperity. Wisdom Networks and the resulting Network Society yields 9 times more than an Industrial Economy by organising Productive Knowledge and every 'thing' using the cloud, people and their devices. Blockchain and Wisdom Networks are different, but both organise 'things'
Blockchain and Wisdom Networks are very different, but do the same thing. They manage things in society. The blockchain is a means to manage distributed, non-repudiable transactions and crowd creates the resulting register of ‘things’. Blockchain manages flows and stocks. The wisdom network focuses organises ‘things’ (data, information, community, collaboration, knowledge, wisdom) to reveal wisdom and focus the wisdom of crowds on outcomes.
Block Chain and Wisdom Networks are complementary. Wisdom Networks add value to things in blockchain by organising wisdom around every 'thing'. The Blockchain provides a source of ‘things’ to link to and organise.
Zero Marginal Cost Networks (internet, blockchain, wisdom networks etc) displace millions of ‘Industrial Economy’ fragmented technologies and hierarchies that manage ‘things’ by organisation, sector or country across the world at zero cost and with global reach. For example, one 'Equity Market' block chain could crowd create transactions and registers for securities transactions worldwide. One Equity Market Wisdom network could manage the global equity market. One Blockchain could manage land titles globally. Blockchain is another type of global, horizontal Zero Marginal Cost network that manages ‘things’ globally.
Each sector may consist of 50 things. Each country may consist of a few hundred things. Some of these things will be managed by Blockchain technology at either a global country level. The use of Blockchain depends on each ‘thing’. Land and securities need Blockchain. Holes in the road ‘things’ that need to be fixed do not.
Blockchain and Wisdom Networks are part of the inevitable evolutionary ‘More with less’ evolution that means less adminstrative and people are required within the services sector. Like previous Industrial Revolutions, the Third Industrial Revolution will result in a jump in productivity and significant decline in employment to achieve the same outcomes.
Massively scalable ‘blockchainified’ databases (BigchainDB) … next internet phase … only 100 public databases to organise every ‘thing’ globally
Blockchain is a distributed database that has gained notoriety in one if its application as a cryptocurrency or Bitcoin. The early incarnation of the Blockchain is, however, severely limited (size, latency and scalability) that renders it unusable in its current form. The next generation of Blockchain is not blockchain at all. The next generation begins with Massively Scalable Databases that are used as the foundation of the world’s largest web sites and adds Blockchain functionality. The outcome is a Blockchain enabled massively scalable database. This database will operate just like the internet. As computers are added to the collective internet, the networks scales and support every increasing users. As database servers (or computers) are added to the collective Blockchainified database, the collective capacity and reach of the database scales. This means that one database could store all the data for an entire country or global sector. 50 wisdom networks could organise the world. Similarly, 100 Blockchain-enabled massively scalable databases could organise society’s ‘things’ around the world in every country and sector.
Blockchainified databases can be configured in a variety of ways. A community model (similar to the internet) would mean that (1) no one node or organisation controls owns the data or the network of databases, and (2) secure exchange of information between 2 parties independent of central or facilitating nodes. Other models could involve private ownership of community ‘things’. It is possible that (like the internet), the storage and organisation of things becomes a global and collective endeavour.
Blockchainified databases reduce society complexity exponentially by consolidating every 'thing' in one distributed network and simultaneously increase transparency, accountability and engagement with all citizens exponentially. Public blockchainified databases would be even more profound and could provide a single network of society's 'things' at Zero Marginal Cost. Data previously lost and isolated in vertical silos become available to all in a public, distributed horizontal network accessible to all.
The community is crowd creating evolution from Industrial Economy to Network Society using concurrent processes. Community crowd created internet (collective connectivity). Community crowd created world wide web (collective information). Community crowd created social networks (collective community). Everyone knows everyone else. Community crowd creates open data (collective things) for every one. Industrial Economy fragments and centralises things in silos. Blockchainified databases overcomes these limitations and stores and transacts society's things in a distributed database that provides collective accessibility, transparency and governance across society. Everyone has access to every thing. Community can crowd creates wisdom (collective knowledge and prioritised action). The Industrial Economy is inefficient and ineffective due to its physical technologies that can't scale and the underlying tools of centralisation and fragmentation. Wisdom Networks overcome these limitations and, in conjunction with other Zero Marginal Cost technologies, can organise collective collaboration, collective knowledge and collective wisdom for every 'thing' in sectors, countries and the Global Village.
Zero Marginal Cost technologies enable the Network Society and Global Village. Zero Marginal Cost techologies include internet (collective connectivity), wisdom networks (collective collaboration, knowledge and wisdom), mobile devices (collective universal access), blockchain-enabled massively scalable databases (collective 'things'). Wisdom Networks bring Wisdom to 'things'. Blockchainified databases store and transact 'things'.
Twice the society, half the environmental cost and half the resource usage?
Network Society multiplies society by organising all 8 types of capital, integrates the world with a minimum of 50 networks into a global village and produces 3 to 9 times more than the Industrial Economy. Everyone and everything becomes interconnected and interdependent in real-time. We get more "society". Paradoxically, this also results in a significant decrease in global resource use and environmental damage. The Industrial Economy is exponentially wasteful and inefficient.
A switch to Network Society has a profound impact on resource usage in many ways. Let’s explore 3 - physical to virtual, less administrative overhead and sharing. Physical to virtual: Rather than moving "things" to physical structures, Network Society organising "things" where they are which means you don’t need to move them - just leave them where they are. In addition, With the organisation of society residing in few community networks (than millions of physically isolated hierarchies), then less resources are devoted to physical infrastructure to organise society and more resources to society itself. This means less roads, transportation infrastructure and pollution and more resources for society. Less administrative overhead: If society is organised in networks, then the physical and hierarchical method of organisation becomes redundant. Resources devoted to organisation and administration can be redeployed to society.Sharing: An Industrial Economy doesn’t share. It encourages everyone to own one of everything even though utilisation is very low for many things in society. A car is utilised 8% of the time. A effective means of sharing means that increasing utilisation to 32% would result in a decline in car production by 75% and less pollution. The same principle applies to every "thing" in society. We all own a power drill to drill 3 holes per year (a very low utilisation rate). More sharing means less resource usage and higher utilisation of every "thing". Conclusion: Given 3 changes, people in society are better off, with less resource usage, environmental damage and wasteful production. Government and Industry need to adopt new models in a Network Society or Global Village. There will be a decline in "economy" (citizen wealth transfers to industry and government) as 'zero marginal cost' networks achieve 'more with less' and renderr millions of physical hierarchies redundant.
Collapse of "Civilisation" … No, just the ‘Industrial Economy’
History shows that societies rise, fall and collapse over time. There is much commentary about Epocalypse (economic, epoch, apocalypse, collapse). Fear not … Evolution is just forcing an overdue Shift to Network Society. History also shows that change doesn’t occur without crisis, collapse or war. These are evolutionary processes to cause change. The crisis of 2008 failed to inspire change by reducing monetisation and financialisation of "things" in society. The result is escalating severity of events until change occurs and, ultimately, multiple evolutionary changes occur at the same time.
The rise and fall of the global community can be understood using multiple models which show tirelessly repetitive and consistent patterns over thousands of years. A NASA study highlighted that "the process of rise-and-collapse is actually a recurrent cycle found throughout history" and "precipituous collapse - often lasting centuries - have been quite common" and "the prospect that global industrial civilisation could collapse in coming decades due to unsustainable resource exploitation and increasingly unequal wealth distribution".
Network Society reduce these collapse risks by using a distributed structure to distribute prosperity, reduce inequality and reduce resource usage. Distributed power by implementing Network Democracy globally also reduces corruption and the risk of war with transparency and citizen participation to ensure decisions reflect community interests. An elective "Shift" to Global Village (see '1 page plan') reduces the risk of societal collapse and war with a development model that results in distributed prosperity, distributed power and less resource usage. It is inevitable that tireless 'more with less' evolution also means more society, empowered people and less industry and government (in their current form). Government and industry sectors can be restructured as networks.
Equity Market Wisdom: Global crowd created innovation, research, multi-stage capital allocation and problem solving
Equity Market Wisdom crowd creates innovation, ventures, SME’s, public companies, capital allocation, governance, market transparency, meritocracy and market access globally. A single platform could provide a global functioning equity market and innovation system. This platform could be based anywhere and connect market participants (companies, advisers, investors, regulators and other stakeholders) globally.
Equity Market Wisdom provides an efficient and effective platform for the private sector allocation of capital. A complementary Humanitarian Wisdom platform provides an innovative global approach to humanitarian assistance. Equity Market Wisdom also provides foundation for collectively solving challenges confronting humanity. The global community could focus wisdom on Global issues identifies by the United Nations, UN's Eight Millennium development goals, UN's '17 goals to transform our world' and specific issues in specific countries or sectors. Economic renaissance of a scale not seen in a century
The Industrial Economy development model is obsolete. In the final stages of the Industrial Economy, the obsolescence follows a predictable and escalating path of conflict, crisis, collapse and war. The world has been reduced to win-lose scenarios and wealth transfers by money printing (or Quantitative easing), debt, debt defaults, bail-outs using taxpayer money, insolvent financial institutions, bail-ins using citizen bank deposits, declining real incomes, chronic trade deficits, chronic government deficits, bankrupt governments (debt/GDP > 65%) and war.
Within this turmoil, China, Russia and Eurasia are building the New Silk Road, the largest driver of economic and social development this century and described as "economic renaissance of a scale not seen in a century". Inevitable evolution, the New Silk Road and the Network Society development model all contribute to a global community that returns to wealth creation (redefined as collective prosperity, collective satisfaction and collective wisdom), win-win scenarios and peace.
What is beginning to emerge in what we in the West have egoistically termed the East, is construction, building new great projects to uplift a sector of mankind ignored for more that a thousand years. This transformative positive motion is what, if anything, will save our humankind from the mass death and destruction some in the West so devoutly wish for us.
China is moving forward with an impressive array of major international infrastructure projects, including with Russia and the other states of the Eurasian Economic Union, even on to the European Union. Beijing is, with customary Chinese speed, linking its economy by land and by sea lanes to all Eurasia, from the East China Sea to the Black Sea, from the Malacca Strait to the Gulf of Finland, to Piraeus in the eastern Mediterranean.
Little wonder that Washington and the American oligarchs fear they are losing control of the world. China, especially in concert with Russia and the Eurasian states are leading an economic renaissance of a scale not seen in more than a century.
The response of Washington is to offer the world a pathetic Smörgåsbord of wars–wars in the Middle East, wars in Ukraine, political destabilization of Brazil’s President who works closely with China and Russia in the BRICS group of major developing countries. They reply with Color Revolution regime-change wars everywhere imaginable from Uzbekistan to Macedonia, to Venezuela and beyond. The contrast is unavoidable for anyone caring to look. For my side, I infinitely prefer the peaceful building projects to the destroying ones.
Silk Road Wisdom - driving prosperity through participation in the worlds largest economic development project
The New Silk Road is the most significant and influential economic development project of the 21st Century. It will define and reshape the relationships and trade between all countries going forward. China’s New Silk Road promises prosperity across Eurasia. It will probably be the number one driver of prosperity for the world in the 21st Century. It is a multi-decade, multi-trillion dollar project physically touching 65 countries and 4.4 billion people with funding from a new regional development bank controlled by BRICS member states.
Country Wisdom Networks could facilitate participation by a country in the Silk Road with a significant impact on a country's economic development and prosperity over the next decades.
Silk Road Wisdom applies the Network Society development model to crowd create a global community to organise, participate and contribute to the New Silk Road project. The New Silk Road could deliver global prosperity faster and wider. It could be a focus and inspiration for people within a country and all around the world.
Humanitarian Wisdom is a subset of Network Society and a profound opportunity to reconstruct a failed states, countries, sectors or societies fast. A Network Society provided by a country, telecommunications company, NGO, celebrity or other community could reconstruct failed states, countries, sectors by simply adopting that crisis country within their own Network Society platform. The result would be crisis country reconstruction in months (cold start) or weeks (warm start). Only one model Network Society is required to provide any failed state with the opportunity to reconstruct in much shorter timeframes than those offered by the Industrial Economy development model.

BRICS regional alliance
BRICS is the acronym for an association of five major emerging national economies: Brazil, Russia, India, China and South Africa. The BRICS members are all developing or newly industrialised countries, but they are distinguished by their large, fast-growing economies and significant influence on regional and global affairs; all five are G-20 members.
As of 2015, the five BRICS countries represent over 3 billion people, or 42% of the world population; all five members are in the top 25 of the world by population, and four are in the top 10. The five nations have a combined nominal GDP of US$16.039 trillion, equivalent to approximately 20% of the gross world product, and an estimated US$4 trillion in combined foreign reserves. Bilateral relations among BRICS nations have mainly been conducted on the basis of non-interference, equality, and mutual benefit (win-win).

Open Government Partnership
OGP was launched in 2011 to provide an international platform for domestic reformers committed to making their governments more open, accountable, and responsive to citizens. Since then, OGP has grown from 8 countries to the 69 participating countries ... In all of these countries, government and civil society are working together to develop and implement ambitious open government reforms.
There are three primary ways for OGP to help make sure the right conditions are in place for countries to deliver ambitious open government reforms:
1) Maintain high-level political leadership and commitment to OGP within participating countries
2) Support domestic reformers with technical expertise and inspiration
3)Foster more engagement in OGP by a diverse group of citizens and civil society organizations In addition, OGP's Independent Reporting Mechanism (IRM) seeks to: 4) Ensure that countries are held accountable for making progress toward achieving their OGP commitments.
National Action Plans
OGP participating countries operate on a two-year NAP calendar cycle, in which there are no gaps between the end of the last action plan and the beginning of the new one.
This means every country will be implementing a NAP at all times, although individual commitments still vary in length. In order to achieve this, countries will draft their new NAPs during the last six months of implementation of the previous NAP. All NAPs should cover a period of implementation of a minimum of 18 months, although individual commitments may vary in length. We strongly recommend that each action plan contain between 5 and 15 ambitious commitments.
Countries, with the active involvement of civil society, are encouraged to tackle new and ambitious commitments as well as build upon past successes. Effective public consultation process during the development of action plans can help build broad support for commitments with a wider set of actors to rely on for successful implementation.
Civil Society Engagement
OGP brings together governments and civil society organizations as true partners at both the national and international level. At the national level, governments work with civil society organizations to develop and implement their OGP national action plan. Countries are encouraged to institutionalize a mechanism for ongoing dialogue and collaboration between government and civil society.
To join OGP, countries must commit to uphold the principles of open and transparent government by endorsing the Open Government Declaration (below). Through endorsing this Declaration, countries commit to 'foster a global culture of open government that empowers and delivers for citizens, and advances the ideals of open and participatory 21st century government. The Declaration has been endorsed by 69 OGP countries, and the countries that are currently developing action plans will send a letter endorsing the Declaration together with their final approved action plan.

We commit to developing accessible and secure online spaces as platforms for delivering services, engaging the public, and sharing information and ideas. We recognize that equitable and affordable access to technology is a challenge, and commit to seeking increased online and mobile connectivity, while also identifying and promoting the use of alternative mechanisms for civic engagement. We commit to engaging civil society and the business community to identify effective practices and innovative approaches for leveraging new technologies to empower people and promote transparency in government. We also recognize that increasing access to technology entails supporting the ability of governments and citizens to use it. We commit to supporting and developing the use of technological innovations by government employees and citizens alike. We also understand that technology is a complement, not a substitute, for clear, useable, and useful information.
We acknowledge that open government is a process that requires ongoing and sustained commitment. We commit to reporting publicly on actions undertaken to realize these principles, to consulting with the public on their implementation, and to updating our commitments in light of new challenges and opportunities.
We pledge to lead by example and contribute to advancing open government in other countries by sharing best practices and expertise and by undertaking the commitments expressed in this declaration on a non-binding, voluntary basis. Our goal is to foster innovation and spur progress, and not to define standards to be used as a precondition for cooperation or assistance or to rank countries. Our groups pursue wisdom
Our Groups pursue Wisdom (data, information, community, collaboration, knowledge, wisdom). The purpose of our groups is to organise wisdom for each community of common interest - countries, sectors or explore new applications. Wiser groups are separated from irrational ones with 4 key attributes (diversity of opinion, independence, decentralisation, aggregation) and the 8 conjectures capture the 'wisdom of crowds' approach. Our groups will be moderated (people banned and comments removed) where wisdom is not contributed. Groups are not a place for irrationality, they are a place for constructive statements that genuinely explore the potential of a wisdom network in achieving prosperity within a community of common interest. Why you think something is exponentially more valuable than what you you think. Unprofessional, unconstructive or worthless contribution will result in comments removed and members removed from the group.
We aim to provide a safe productive place for all stakeholders in society to develop wisdom about the possibility of a wisdom network in achieving community outcomes. With this in mind, we have established groups in Google+, Facebook and specific country networks. Some are public, some are private with strict rules regarding confidentiality. We can not advance wisdom without groups, but all groups must pursue wisdom. Your participation in groups should be considered an enhanced private conversation in a community with a common interest in achieving wisdom within a specific community. Groups also provide the means to achieve global wisdom in our content (introduction documents, countries and sectors) by harnessing global and local wisdom across the world. We aim to contribute and encourage the creation of wisdom. If we don’t contribute ‘wisdom’ to your group, then we would expect our comments and people to be removed as well.
